Sergey Ivanovich Morozov – Governor of Ulyanovsk region
In accordance with the Constitution of the Russian Federation, federal laws and the present Chart, federal powers of the Ulyanovsk region include:
- adoption of the Ulyanovsk region Chart and amendments to it, as well as monitoring of its execution;
- passage of laws and regulations of the Ulyanovsk region, as well as control over their execution;
- establishment of administrative and territorial structure of the Ulyanovsk region, as well as making changes to it;
- establishment of the Ulyanovsk region authorities system, of the way it is formed and organized, as well as the way it acts;
- organization of the Ulyanovsk region civil service;
- encouragement of the Ulyanovsk local government;
- possession, use and disposal of the Ulyanovsk region government property;
- preparation, review, approval and implementation of the regional budget of the Ulyanovsk region, as well as monitoring of its implementation;
- establishment and administration of regional taxes;
(in the redaction of the Law of the Ulyanovsk region No. 88 – 30 dtd. July, 9th, 2007) - development, establishment and execution of socio-economic development programs for the Ulyanovsk region;
- concluding and terminating of contracts and agreements with federal state governmental authorities, with the RF constituent entities;
- establishment of official symbols of the Ulyanovsk region;
- establishment of awards of the Ulyanovsk region;
(in the redaction of the Law of the Ulyanovsk region No. 88 – 30 dtd. July, 9th, 2007) - solution of other issues relating to the powers of the Ulyanovsk region.
