The functions of the City Authorities include:
- budget planning;
- placement, delegation, execution of municipal order, as well as monitoring of its execution;
- administration of city property, management of business relationships with enterprises, establishments and organizations within the territory of the city;
- use of land and other natural resources, protection of environment;
- construction works, control and improvement of transport and communications facilities;
- control and improvement of residential sector, community services, food service and tertiary industries;
- social and cultural services;
- social assistance to certain citizen classes;
- providing justice, law and order, protection of rights and freedoms of citizens;
- rate management;
- establishment of publication media;
- organizing and financing of public works within the city for citizens who have difficulties to find a job, as well as of temporary employment of minors aged 14 to 18;
- performing international and foreign economic relations in accordance with federal laws.
