For the fourth time Dubna, Moscow region, welcomes the all-Russian research-to-practice conference “Principles and mechanisms of creating national innovation system in Russian Federation” (including the events of VIII annual conference “Special economic zone “Dubna”).
The main topic to be discussed was staff assistance to hi-tech companies.
Co-organizers of the conference were as follows: the Ministry of economic development of Russia, the Government of the Moscow region, Dubna City Hall, the Joint Institute for Nuclear research, “Special Economic Zones” JSC, “SEZ TVT Dubna” JSC, RAS Economics Institute, RAS Central Economic and Mathematical Institute, Russian Economic University n.a. Plekhanov, ANO “Federalism” Magazine Staff”, the Corporation for Development of Russian Science Towns, “Dubna” university, Chamber of commerce and industry of Dubna, “Dubna” non-commercial partnership
The main part of the conference was held on October, 3rd and 4th. The topics to be discussed were as follows:
- efficiency and sufficiency of the state policy in the sphere of staff assistance to innovation economics;
- how to ensure the reproduction of human resources on the innovation development areas;
- relations in the triangle “state – university – employer (innovation company)”;
- management of the process and results of education creating a competent personality and developing national innovation system of engineering skills and innovation managers for hi-tech industrial enterprises;
- how to change the secondary school to ensure the qualified enlistment for engineering and scientific majors;
- requirements of qualified specialist to the working conditions;
- trends in requirements to modern engineers;
- innovation manager: basic training or retraining of engineers;
- special aspects of staff assistance to small and medium innovational companies.
The following respected experts in this field took part in the conference: Valery Makarov – member of RAS, Head of Central Economic and Mathematical Institute, Victor Grishin – President of Russian Economic University n.a. G.V. Plekhanov, Valery Prokh – Head of Dubna administration, Vladimir Kulchitsky – President of “Progresstech” group of companies, Denis Butsaev – Minister of Investments and Innovations of the Moscow region, Andrey Sokolov – Head of Department of SEZ and Regional Growth Projects at the Ministry of Economic Development of Russia.
Besides, October, 2nd, the representatives of territorial clusters initiated preliminary discussions. The main topics to be discussed by the expert session of innovation territorial clusters are as follows:
- The role of cluster team in organizing structural interaction between cluster members and large corporations (including the ones with state shares) in order to jointly realize the Programs of innovational development in the sphere of research projects and stimulation of demand for innovational products of the cluster members. Tasks, instruments, initiatives at first stages.
- The role of cluster team in efficient assistance to cluster members in the sphere of expertise, informal updating and investments attraction in cooperative projects on development, production and market launch of hi-tech products/services. Tasks, instruments, initiatives at first stages.
To take part in this session teams of innovational territorial clusters, of Russian constituent entities administrations and municipal corporations were invited. This meeting was not like the “forum” one. The shirt-sleeve meeting was aimed at a joint search for an image of an ideal innovational cluster team. Delegations from Zelenograd, Dubna, Tomsk, Sarov, and Dimitrovgrad took part in the session. The cluster members shared their experience, talked about their achievements and significant problems.
The conference resulted in accepting a resolution made up of suggestions of both general speakers and participants.
