27-февраля-петергофAs a part of the organizational-activity game organized by Fund Center for Strategic Research "North-West" (CSR NW), from February 27th to March 3rd, 2013, Peterhof held a seminar called "Development of clusters and territories". The spokesmen were Peter Shchedrovitsky, CSR NW board member and the game controller, and Denis Kovalevich, CEO of the nuclear cluster Fund "Skolkovo". The seminar opened its doors for about 100 members of pilot clusters, Ministry of Economic Development, Industry and Trade Ministry, Ministry of Education, State Corporation "Rosatom", Fund "Skolkovo", Russian Venture Company, and the Technological platforms. Besides, international and Russian experts and analysts, and members of a number of private innovation organizations took part in the event. Veniamin Sorokin, director of the Autonomous Non-Commercial Organization "Development Center of Nuclear Innovation Cluster of Dimitrovgrad, Ulyanovsk region" also participated in the seminar, as well as the representatives of the cluster organizations and regional authorities.

The seminar was aimed at the development and generalization of non-standard approaches to innovative regional clusters using the ideas and methods of the abovementioned participants, directly related to innovation, in particular this refers to:

  • ideal and working model of the innovation regional cluster
  • principles and concept of organizational development of IRC
  • ways to organize new crews – future members of the new clusters.

In order to outline ideas and techniques, the spokesmen read the overview lectures of P.G. Schedrovitskiy on the current methodology of innovation clusters, as well as the lectures of international experts: Charles Cotton, serial entrepreneur, on the innovation cluster of Cambridge, K.U. Leuven, leader of the Technology Transfer Center, and M. Hinulya on global division of labor in the production of innovations of the new generation and on decision-making about the specialization of clusters. Besides, the participants listened to the report of A.E. Shadrin, Director of the Innovation Development dpt. of the Ministry of Economic Development on policies to stimulate innovation in Russia.
