March, 18 – 19th, 2013, Dimitrovgrad hosted a session of strategy planning of Nuclear Innovation Cluster - АНО "АИР" Агентство инновационного развития Ульяновской области

18-19-мая-сессияThe session was organized by CSR North-West and more than 100 people took part in it. Among them were public authorities, organizations supporting the cluster, large leading institutions (SRC RIAR JSC, FMBA of Ministry of Health and Social Development of the Russian Federation), medium and small businesses, higher educational institutions (NRNU MEPhI, UlSU, UlSTU), representatives of innovation centers (Ulyanovsk Technology Transfer Centre LLC), as well as the organizations which showed their willingness to join the cluster participants (Ulyanovsk water canal Ulyanovskoblvodocanal LLC). 

The session’s main task was to discuss long-term objectives and priorities of  development of NIC, to outline the existing and possible projects reasonable for the cluster, and to ensure the so-called innovation mobilization, i.e. to involve regional managers and organizations into concept formation, discussion of problems and expansion of opportunities within the cluster, as well as into making complex strategic decisions.

The participants of the session listened to the following reports on problems and development directions of NIC:

  • On long-term priorities of development for SCR RIAR (including as a part of NIC) – A.L. Petelin, leading engineer of SCR RIAR.
  • On development strategy of nuclear medicine in NIC – D.S. Zverev, Head of Federal Center Of Nuclear Design And Development of FMBA.
  • On development strategy and tasks of DETI MEPhI as a part of NIC – I.A. Sagan, Head of DETI NRNU MEPhI.
  • Tasks of NIC related to development of Dimitrovgrad (a number of possible city projects) – A.V. Baryshev, First Deputy Head of Administration of Dimitrovgrad.
  • On ways to create and develop research centers – N.S. Andreeva, head of project dpt. of Fund CSR North-West.
  • On existing forms of centers of competence – K.V. Dorofeev, deputy head of department 82 of Strategic planning and methodology management” at NRNU MEPhI.
  • Optimization of supplies and innovation activities – M.E. Akim, head of Strategic Planning at ABB in Russia company.

The session also organized meetings of work groups on the following directions: RIAR (nuclear power), nuclear medicine, new materials, city and city projects, organizational mechanisms. Results:

  1. The long-term priorities of development of NIC and strategic schemes of development have been fixated;
  2. Promising projects and ideas for all types of investment have been outlined, among them those included in the Application for funding and/or those important for territorial development of NIC;
  3. The plan of organizational and content development of NIC for 2013 has been created.
